Provide engineering support services to Army Contracting Command enterprise and it subordinate commands. Contract management, conduct assessments, develop, prepare, revise and maintain plans, budgets and requirements. Complete all necessary administrative requirements on varied projects. Coordinate with stakeholder and advisory activities. Advise and collaborate on all division activities. Assess facilities engineering requirements. Plan and coordinate facility and environmental engineering projects. Assist in development of ACC Enterprise budget documents. (Unfunded Facility Requirements and Program Objective Memorandum requests). Coordinate with DPWs, garrison officials IMCOM, COE, Army units, other contractors, and other agencies to coordinate facilities projects. Assess stationing requirements (personnel, office space and equipment, parking, maintenance, storage, accessibility, expansion and facility disposal). Develop and write AR 5-10 Stationing Plans, developing mobilization planning, facilities, and environmental impacts, and joint service obligations. Develop and propose facility alternatives in terms of time, cost, and utility, taking into account building new facilities, leasing commercial space, and renovating existing facilities. Develop relocation movement plans. Develop facilities engineering projects by preparing scopes of work and work orders. Develop and conduct technical review of designs, specifications and cost estimates. Maintain and revise Facility Master Plan, taking into account administrative, storage and maintenance space requirements. Complete FMP installation assessments and update annually. Update recommendations and courses of action quarterly. Update Project Priority LIsts for minor and major construction requirements monthly. Update FMP appendices quarterly. Develop and propose related costs to execute FMP. Develop Plan of Action. Develop and assist in management of facility space management plan. Develop and recommend effective tools for allocating, assigning, managing, and assessing physical space inventory. Perform space utilization studies in support of strategic space planning. Develop and maintain accurate data set of allocated space. Perform periodic physical audits. Evaluate customer requests for space and develop recommendations. Coordinate customer requests for facility maintenance. Define the ideal state for data collection and data flow. Must hold a current, active SECRET security clearance. Must have a Bachelor's degree in Engineering (General, Civil, Industrial, Mechanical, Electrical, Environmental or Architectural) with at least 5 years experience in Facility Engineering to include developing facility engineering projects and alternative solutions, developing and reviewing design specifications and scopes of work, preparing cost estimates, reviewing and validating cost proposals, working at or with installation Directorate of Public Works, contract or project management, and developing appropriate work classifications for components of each project. Engineers must be familiar with facility planning for administration, storage, and maintenance spaces, and have an understanding of Army Installation Management and Corps of Engineers procedures. May travel up to 25% of the time/one trip per month/6 weeks of travel per year. Required to make own travel arrangements, have a valid driver's license and credit card. Travel is reimbursed. Proficient in MSWord, Excel, PowerPoint and Project, as well as Computer Aided Design software. Proficient in reading and writing ENglish. Develop of high level of executive briefings to update Army leadership. May be required to work outdoors in inclement weather, and climb ladders or work in confined spaces.
